The urgency of UN reform — what is opinion and what is fact My opinion: The United Nations has become unable to prevent acts of aggression because the veto power of permanent members blocks any decision that goes against their interests. Facts that support this view: The Security Council has five permanent members with veto power (USA, Russia, China, France, United Kingdom). Since 1945, Russia/USSR and the USA have used the veto most frequently. Russia has repeatedly vetoed resolutions concerning Ukraine since 2014.
